Storage based queuing

There is a download queuing method based on limit. Introduce a queuing method based on storage. Like the storage limit, download gets cancelled if there's not enough space, but instead download gets queued and then resumes when enough storage has been cleared. Of course cancelling the download if its size exceeds the total storage.
