Scoll gets disabled while exploring metrics

Bug description

In the metrics explorer, when the mouse lands under the tooltip while naturally scrolling available metrics, the scroll gets disabled. It resumes when the mouse is moved away from the tooltip.

Expected behavior

Scroll should not be disabled when mouse lands on tooltip.

How to reproduce

1. Open the metrics explorer.
2. Start scrolling on available metrics without moving the mouse and wait till the tooltip ends up under the mouse.
3. Try scrolling.
