Inconsistent UI Behaviour for time range dropdown

Bug description

The dropdown for refresh menu opens on the first click and closes on the next. The time range drop down does not behave the same way even though it is located right next to it. The mouse changes to a hand denoting clickability for the refresh menu, however it does not do the same for the time range menu.

Expected behavior

Both dropdown should open on the first click and close on the next. Mouse on hover should change to a hand.

How to reproduce

1. Go to the metrics pane and open the explorer and write down a query that returns data.
2. Click on the refresh dropdown for expected behaviour which is correct.
3. Click on the time range dropdown for the erraneous behaviour.
