Deletion of ID 4G and 4H. 2.4.3 focus-order meaning and adding of step(s) to 4F.  #12

Page 89 of TT Test Process 2.4.3 v5.1.3 says ID 4.G, 2.4.3 Focus is moved to revealed content was removed for redundancy and a separate test step was added to 4.F. The file Trusted Tester Test Process v5.1.3 w Updates Highlighted.pdf does not highlight any changes at Test ID 4.F on page 23-24. Was an additional Step added here? If so it doesn't seem to align with 4.G which stated something to the effect that, "focus is moved to the revealed content either immediately or within one additional keystroke."
Similarly 4H Focus (Order Return) was removed and 4F does not seem to specifically address situations when for example, a modal dialogue is closed.
Lack of specificity here leads some to argue that even if focus returns (in either a 4F or 4G situation) to the top of a web page, that Focus Order still preserves the meaning and operability of the web page because one can find their way eventually. Is that was is intended here? This is a big change from Trusted Tester training and not as advertised (i.e., no step added). Please advise.
