这是当链接失败时，尝试使用 GAE 代理临时规则。
本来直连就能浏览的网站遇到这个问题，可能是你的网络不稳定，或者浏览器链接策略过于激进。
可以把这个网站加入 forward 转发规则，会有所改善，但不能完全避免，因为转发规则也包含临时规则逻辑。
或者在配置文件中，把临时规则持续时间减少，默认是 900 秒。

这种不应该出现的情况只在今天这里碰到，所以很奇怪。
加入forward后的确可以正常浏览了，但还是有报错。
