Deployment sets `pullFundsFromVault` to false without capability to modify it

If my understanding of the deployment is correct, the pullFundsFromVault variable in the DelayedWithdraw contract defaults to false. To activate this variable, a manager or strategist must first be granted the ability to modify it using the doesRoleHaveCapability function.
