[Bug] Unexpected exception in Issue Handler

Current Behavior

• This is an Issue handler automatically triggered by FilesCommunity.Files@3.9.1: hash check failed abgox/abyss#12

Expected Behavior

• It should be able to handle issues normally.
• I checked the commits. It seems that download.ps1 has a lot of changes in the latest 0.5.3.
• They should be given enough tests.

The checkhashes.ps1 script failed due to a network issue. Consequently, the workflow was interrupted, and labels and comments could not be added to this issue.
