Behaviors of persisting

I have to admit I'm too lazy to read codes. https://github.com/ScoopInstaller/Scoop/wiki/Persistent-data is not complete.

If I wish to persist files, I have to make sure files exist before the installation right? Or scoop will create and persist directories instead.
But when there is a conflict, like between a factory config in $dir and a user config in $persist_dir, how does scoop deal with them?
