[Request] Floorp #416

Package Request
Floorp has been added to the Extras bucket, but there is also a non-portable variant of it which fixes some issues (e.g. setting it as default browser), and it would be nice to install floorp-np via Scoop the same way.
See ScoopInstaller/Extras#12460 for the portable issue.
Criteria
For a package to be acceptable in the Nonportable bucket, it should be:
- a reasonably well-known and widely used application
- the latest stable version of the program
- the full version i.e. not a trial version
