Add big range for profile rule > 16,777,216

[VinceFINET]

New restriction on profile apply when they exceed 16M addresses in their ip ranges.
So we would like to have a new rule similar to the rule that check if ip ranges is bigger than 100k, but this time with 16M addresses.
So profile that are concerned with this new restriction can be detected easily.

The exact amount is 16,777,216 (see article below)
