Add criteria to keep good Tp data #173
Description
Criteria:
- List with all countries that have always being Tp (to be created as SWS datatable)
- For each possible Tp, select keep commodities IFF they are BELOW 50% of 5-year moving average for that commodity (this should also be created as SWS datatable as the plugins work by year)
- Countries setdiff() in the previous two sets should always be kept
