Check conflicting values

In sorgum (0114), a pair of conflicting zero passed the validation test.

The area harvested was 100, while the production was 0. Investigate why this sipped through the crack.

the problem arises because in the data that we pull from the DB there are inconsistent values recorded as official (flag combination ("",-).
This problem occurs for:

1. sorgum(0114), Azerbaijan(31), 2000 ---> both official, area harvested= 2, production=0,
2. sorgum(0114), Netherlands(528), 2005 ---> both official, area harvested= 100, production=0

I have locally changed the flag combination ("",-)---> (I, e) and the values remains NA M u after the run of the module.

@francescafenix, there's a function in faoswsUtil called nameData which you may find useful. Use it on a table from GetData to test it. It automatically adds descriptions to codes.
