NO Joule AI in ABAP Cloud Project

I would like to create all RAP objects automatically using AI Joule but  I failed. I don't see Joule Button  at all when I click on 'OData UI Service from Scratch'.  It seems that AI Joule is not integrated in the project.
Could you help on this? what should I do?
