Tall windows like Batch Resize and Effects are too big if you are using scaled screen resolution

I'm loving PicView, but I have very bad eye sight so modern resolutions don't work for me. If I set my screen to 1366x768 these windows fit perfectly, but I'm usually just using 1920x1080 scaled 150%, and then the top and the bottom of Bath Resize and Effects windows are out of the screen and it's hard to use... perhaps a max-height equal to viewport and auto scrollbar?

I'm planning to on giving the Batch resize window an overhaul for the next big release, as mentioned in #204.
Just like Image info window is resizable and dynamically adapts to it size, I want to do the same for the Batch resize window.

The Image effects window will be updated in a future update.
