In my situation I wanted to have links to folders and files without having to make a copy of them and Windows shortcuts are seen as just that by Portals. Instead of shortcuts, consider symbolic links (for files) and junctions (for directories). For anyone that does not know about symbolic links and junctions a quick web search should help. To help make symbolic links and junctions easy there is a tool called "Link Shell Extension" (https://schinagl.priv.at/nt/hardlinkshellext/hardlinkshellext.html) that makes the process simple.
