[ENHANCEMENT] Top-level Toggle for Concurrent/Multi-file Edits #8791

@efanzini

Description

@efanzini

Problem (one or two sentences)

Concurrent/Multi-file edits are powerful but buried in experimental settings.
There’s no quick, first-class on/off control, making it hard to temporarily enable high-throughput edits or quickly disable concurrency during sensitive work.

Context (who is affected and when)

Users doing batch refactors or multi-file updates who need to switch modes mid-session.

Desired behavior (conceptual, not technical)

Two visible toggle buttons, likely on the side of or under "Write" toggle
