Configuration file at the repo level to provide a project-specific system prompt

Feature idea:

Roo Code offers to create a system prompt which can be stored at the repo level and which would apply itself on top of any existing system prompts but only within their project. Something like how VS Code creates its own hidden folder and some other plugins do too.

An example of a project-specific system prompt I might wish to add to avoid having to repeat it:

"This project uses the MK Docs Material theme"
