Auto-pause autoscroll during file edit

When Roo is editing a file, if you manually scroll, then auto-scroll should be disabled untill you scroll all the way to the end again. (Similar to how @robert-hoffmann mentioned it in #598

This way, you could concurrently review roo's changes while your LLM is chugging away towards the end of the file.
