Can We Optimize System Prompts with an MCP Generator?

Is it possible to develop a tool, such as an 'Include MCP Generator' or a server that can be toggled on or off, to reduce or remove large sections of the system prompt that rarely apply, especially in models like o3? This would help optimize efficiency, reduce unnecessary costs, and ensure that only relevant information is included, much like how doctor on call services provide targeted, on-demand assistance.
