Retry or back off for MCP error -32000: connection closed and MCP error -32001: Request timed out

I get errors like this a lot using the perplexity and tavily web search mcps. Often it works fine if I just try again in a moment, but Roo doesn't retry it gives up and then the model often just decided to give up to an invent the answer!

I realize that this isn't a Roo issue as much as an mcp one, but Roo could make our life better by having adjustable time outs, retries, and back offs.
