Build project-specific MCP servers right inside the .roo/ directory

It would be really cool if we could build MCP servers right inside the project repo, with no external tooling.

They would be structured like this:

.roo/mcp-servers/my-awesome-server/mcp.js
.roo/mcp-servers/my-other-server/mcp.ts

This could allow the LLM to generate servers for the project more easily.
It also makes it easy to check the project MCPs into Git and share them with the team.
