Add Rovo Dev CLI as Provider in Roo-Code

Please add Rovo Dev CLI (by Atlassian) as a provider in Roo-Code, using the same subprocess integration pattern as Claude Code CLI.

Why This Matters

• Free Access: 20M tokens/day at no cost (vs. Claude Code’s paid model)
• Claude Sonnet 4: Access to the latest model with generous limits
• Zero API Costs: No ongoing usage fees
• Drop-in Compatibility: Follows same CLI subprocess structure already used
