Add ability (tool) to use commands from the Command Palette

Hello! It would be great to add the ability (tool) to use commands from the Command Palette. Some actions can only be performed using specific commands, not through the terminal.

For example, I'm using the PlatformIO VS Code plugin, and the code can only be built using the "PlatformIO: Build" command.
