Proxy-Support: Release desperately needed

With [9b81bf7](https://github.com/RocketChat/Rocket.Chat.Apps-cli/commit/9b81bf7e445a361866566fab3c8d398d343155b0), proxy support has been added.
However, this change – though being merged into `master` was not included in any recent package built and published on npmjs.
@d-gubert kindly forge a new minor/patch-version.
