Test MSVC in CI #30
Description
The current Appveyor configuration only tests on MinGW. It would be good to support MSVC as well.
The rudiments are in place (e.g. ci/test.bat), but are not fully debugged/working.
In theory the upstream library this one is based on (libdecaf) built with MSVC, so hopefully this isn't too much effort.
