Forge servers that are less than version 1.17 setup by the server setup wizard don't have a run file

This isn't exactly a bug as it is a byproduct of forge not creating a run file in their older servers so it conflicts with the code that I wrote that assumes there is a run file already made by the forge server installer. Will probably get fixed v2.1.2
