Inconsistent decoding/encoding of Inner Range 56-bit Wiegand format

Describe the bug
Encode or decode procedure for this format seems to be wrong, as the facility code does not decode to the same number.

To Reproduce

[offline] pm3 --> wiegand encode -w IR56 --fc 123 --cn 123 --pre
