V229 fan speed

On V228 my system was pretty quiet, updated to v229 and my GPU fan speed has gone crazy, i think it supposed to be runnign at 20% btu shows as high 3000s RPM

AMD gpus can't take below 30 from a third party.

But even at 30% which i assume it defaults too, the fan speed shouldnt be 3500+ rpm shoudl it?
