[figma] adjust spacing for tile's arrow

When there isn't any footer content, the arrow shouldn't show as much space. When there is footer content, add 16px of space above the row that contains the footer content and arrow.

To see behavior, view tile demo and, in the inspect tool, delete <div slot="footer">...</div>.
