Import sequences from IntAct

IntAct annotates interactions on any sequence, some of which only they may have. We should use their JSON API to download the annotation information, which will include sequences, to fetch interactions. This is a change from our current approach as we import their data by reference. The new workflow would have to support by reference and by sequence.
