add rainfall data

It would be great to be able to monitor rainfall; as discussed I would recommend two additions to the tool:
Historic rainfall - showing actual monthly / weekly rainfall over a given conservancy / ideally over individual grazing blocks if the resolution / accuracy allows
Rainfall forecast for the coming weeks
