Update rand_rest and util_rand_rest In Text Equation References

We need to update the internal references from `numbers` to the `jb` references such as:

{eq}`eq:one`
```

When working in the notebook there are no cross-references link this supported so a lot of the time we need to migrate `\tag` to an equation reference and update the internal links.
