Archive PyCQA/pylint-pytest and point its description to pylint-dev/pylint-pytest

This repo is inactive and has issues disabled. But people (me included) seem to be mistakenly landing there and even opening PRs.

However, the active repository for this project is elsewhere now (through a double fork): #56 (comment).

So I propose $sbj to reduce confusion. I originally opened this request @ pylint-dev/pylint-pytest#60 but later realized that this tracker is probably more appropriate...
