Does reloading tunnel config changes I2P IP Address (.i2p)?

Some people say it does, some say it does not.

Whenever I reload tunnel config torrent seems to become faster and then become slow and then again reload tunnel config it become s faster again.

As I understand it, it changes the destination only for the tunnels you have configured in tunnels.conf (or tunnels.d), and only those that use transient keys (i.e. those that change every router restart and aren't saved on disk)

You can check yourself, by opening webconsole "I2P tunnels" and "SAM sessions", and checking what changes after you do the reload (in another tab).
