Detect the Absence of Devices during the Initialization of the Main Controller and Notify the SFT

Currently, the SFT is only notified when a device raises an error. However, the device may even fail to register. Because all devices should have been registered before the main controller is initialized, we can detect the absence of devices during the initialization of the main controller and notify the SFT.
