Warn if SEPA payment instruments are disabled #631
Description
Currently, if you disable some or all SEPA payment instruments, the CiviSEPA system starts doing weird things. For example, the "create mandate" dialogue doesn't work any more.
It would be good to add a warning, at least to the CiviSEPA configuration UI.
