Prefect Cloud deployment failure rate visual incorrect #18700

Bug summary
In Prefect Cloud, the failure runs visual on the deployments page is wrong. In fact, it seems to always show <1%. See screenshot below: 8 failures / 31 runs is not less than 1 percent:
