BUG: Cloud UI polling for agents even though user does not have agent permission

Bug Description

Cloud UI global agent query is not permission-gated appropriately.

Steps To Reproduce

1. Create a custom role without read:agent permissions
2. Assign that role to yourself
3. Navigate to the Cloud UI
4. Note that the agents global query is being executed despite the user lacking permissions, resulting in Unauthorized responses
