Reloading the built web version throws a 404

A user can go to http://localhost:1858/ and then click links to change the URL, but once the URL is changed, e.g. to `http://localhost:1858/projects/c762d197f7f6f1dc....`, reloading will trigger a 404.  The Rocket server needs to route all paths to the frontend, not just `/`.
