Yes, you can fork this and do pretty much whatever you want with it.

at the minimum you would need to fork the penguinmod.github.io and penguinmod-vm repos. if you want the home page (like anything that falls under penguinmod.com - the actual front page, profile pages, etc), then fork penguinmod-home. if you want to be able to upload projects to your fork then make a fork of penguinmod-backendapi and figure out how to get it running.
