Have you tried using any of the scaling settings in Windows?

i use the 150% scaling (recommended) windows option
the thing is its work fine with my 2k monitor 2560x1440
but in the 4k monitor 3940x2160 its very blurry, feel like the icon and the text cant scale
its not a major problem and probably my monitor is just bad (chinese brand use Alienware panel)

Same issue here. on 4k (also Windows) it's blurry. Looks like it's only displaying at 1080p. This is the case for both PoE1 and PoE2 PoBs.

PoE 2 specific PoB: The tree, nodes, and graphics are also super blurry and much lower resolution than the PoE 1 version. Looks like they were imported at a much lower resolution. It doesn't really affect usage but visually it's quite a downgrade to the other PoB.
