The level of skill, Greater Lightning Bolt, granted by amulet Choir of the Storm is affected by "increase to lightning/all spell skills"

What is the behaviour in Path of Building?

The level of skill, Greater Lightning Bolt, granted by amulet Choir of the Storm is not affected by any "increase level" modifiers. I also can't increase or decrease it's default level
