Group permission presets are forcefully applied.

Describe the bug
When trying to edit the permissions for any group, the preset for that group type is forcefully applied, and the settings I've changed are not honored. When this occurs, a change comment is requested when saving.

This only occurs when switching between groups. If I force reload the page, the settings I change are correctly saved, and this bug does not occur. In this case, when the save button is pressed, a change comment is not requested.

To Reproduce
Steps to reproduce the behavior:

1. Go to System -> Groups
2. Click on any group
3. Attempt to change some of the permissions
4. Save changes and enter the required comment
5. Observe that none of the changes have been saved; a message appears as well, saying the preset has been loaded

Expected behavior
Changes should be saved, and the change comment should be prompted. The permission preset should not be loaded.
