How do I set the game rules in the toml file? Or is it elsewhere?

According to minecraft.wiki, game rules are stored per-world under the GameRules NBT compound in the level.dat file

I never really thought about it but I think you can use the worlds feature as a hack to do this? Just make a world with the game rules and such and copy level.dat into worlds/<name>/level.dat - if im correct this will make sure any new mcman build commands with no prior server/ folder will have the gamerules of the world. I hope. Idk.
