New: TEF Memory Manager

Hello!

I wanted to introduce my little software here. I have written a small, lightweight (~60kb)
piece of software for Windows that makes it easy to edit, import and export the channel
list of the TEF-6686. The Software doesn't look pretty, but it's functional and it's
freeware, of course.
