Do this;

"track_filename_format": "{track_number:0>2}. {name}",
"enable_zfill": false,

:0>2 means “pad the (string) value with '0' on the left until it’s at least 2 characters wide.”

You can disable "enable_zfill" setting now, since the format string is doing the padding.
