artifacts_dir option in [tool.nile_rs] section of Scarb.toml does not change where artifacts are built #38
Description
No matter what artifacts_dir is set to in the [tool.nile_rs] section Scarb.toml, running nile-rs compile builds the artifacts to ./target/release relative to the location of the Scarb.toml manifest
