Use with_components macro in AccessControlDefaultAdminRules mocks

The new AccessControlDefaultAdminRules component is already enabled in the macro. The mock should use it for consistency with the rest of the test_common module.

Yes! I was planning to update you after creating the PR, then I forgot. Sorry for that. I decided to fix it since this issue is a blocker for an upcoming internal review we have, and therefore we couldn't delay it.
