1. 当物理地址块匹配，但是虚拟地址块或属性不同时为什么暂时拒绝该请求，为什么不尝试从缓冲区中申请新的条目？

Reject the New Request:
When the ubuffer is full.
When there is a matching address, but:
The virtual addresses or attributes are different.

2. 物理地址块相同、虚拟地址块与属性都相同，但该条目的内存请求已经被被发出或被正在发出，在使能 outstanding 的情况下，新的请求为什么要等待该条目从 TileLink 总线获取到 response 为止？

Allocate a new entry and mark as valid and waitSame:
When there is a matching address, and:
The virtual addresses and attributes are the same.
The older entry is either selected to issue or issued.

在使能 outstanding 的情况下，缓冲区中可能存在多个条目处于 inflight 状态，下面的处理逻辑是不是有可能将条目的状态从 inflight 改成 waitReturn？
