Automate build process and versioning

Hey, should we automate build process and versioning like in OTAnalytics? Does it make sense for OTGroundTruther?

I guess we would need a pyproject.toml, a version.py and also a config.yaml?

I think OTGroundTruther can benefit from an automated build process.
